You and I both know that the response so far is, unfortunately, typical of the way that everything is handled in Kurdistan under Turkish-occupation. Bird deaths were reported in the area as early as 15 December. After the October outbreak, why was nothing done to prepare the area for possible outbreak among the poultry and among humans? The ruling authorities <B><I>knew</I></B>, from October, that any outbreak should be investigated. But nothing was done.<BR/><BR/>To read the explanation of events by the mother, that they had not even the equivalent $1.30 to take the boy to the doctor. . . it leaves me speechless to describe how I feel about the utter injustice of this level of poverty. It is incomprehensible to Westerners. They are callous and without compassion as evidenced by the remark of a chicken being worth more than a wife or by not understanding why children are playing with the heads of slaughtered chickens.<BR/><BR/>So, who is blamed? The state, who has enforced this poverty? No, because very, very few know the reality. Instead, the blame begins to turn to the victims of poverty, with all its attendant evils, including disease. The incompetence of the state is studied, practiced, purposeful incompetence.<BR/><BR/>Litmus, there is very little that is heterogenous about Turkish-occupied Kurdistan. Only one kind of Turk goes there, and it was that kind of Turk who decimated the original livelihood of the Kurdish inhabitants--shepherding. In following the news, I noticed from the WHO site that there was a large area in northwestern China that appears to have infected birds. It may be a source of the infection, as you mention, especially if that area has many ducks. Ducks seem to be the reservoir for the virus.<BR/><BR/>Sipas, Vladimir. It would be wise to factor in the fact that the first bird flu outbreak (non-human) that happened in Turkey, happened when bird flu was still in the international headlines--and when there were other reports from other countries--after which the government declared the country bird-flu free. Because of the "out-of-blue" nature of the second outbreak occuring only in Turkey, and more importantly because of the embarresment and denial that comes with having to face a problem (in even graver circumstances) you declared erased, you're going to get a half-assed response from an incompetent state and government. In this second outbreak, I saw no difference in the half-assed approach that was taken with the reports of outbreaks in Ankara, and later in Istanbul, except a slight increase in the state of alarm that comes with more outbreak reports. Of course, it would be also good to note that a large chunk of the population of Istanbul is composed of Kurdish rural-to-city migrants from the East, although I have a feeling that allowing that Turkey is more heterogenously mixed would complicate your politics a little. <BR/><BR/>Also, there have been reports in the international news about how the local population in the East is adamantly insisting the children died of pneumonia and not bird flu, even though the government reversed its findings. One interviewed Turkish reporter said it most likely has to with fact that the population relies heavily on poultry for survival. He said that one farmer, whose poultry were taken to be slaughtered said, "Take my wife...but leave my chicken alone." Again, many people in Istanbul or Ankara don't really buy the seriousness of the threat.
